Cannot build BSP pre-loader using make on Windows - Cyclone V De10-Nano

I followed the instructions from the following page for building the pre-loader:

  1. Start EDS Command Shell
  2. Navigate to software/spl_bsp directory
  3. run “make”

I get the following message:
“Please visit https://rocketboards.org/foswiki/Documentation/BuildingBootloader for instructions on how to build the boot loader.”

That page is specifically for Startix 10 and Agilex, not Cyclone V, and does not provide any instructions for how to proceed.

Can anyone point me in the right direction?

It also nicely lists the differences that have been made to the bootloader building process.
